Both Marcus Rashford and Daniel Sturridge have been included, with Roy Hodgson opting to name five strikers and eight midfielders.
As revealed by Standard Sport earlier today the Newcastle winger failed to convince Hodgson of his worth in the fiercely contested battle for places in England's midfield, with Ross Barkley and Jordan Henderson both having proved their fitness in the final days.
On announcing his 26-man provisional squad earlier this month Hodgson had warned Rashford that the odds were stacked against him, but impressive displays for club and country in the closing weeks of the season mean that he has secured a berth in the squad.
Delph was the first member of England’s 26-man provisional squad to be cut, with Hodgson ruling him out of the tournament on May 26 after pulling out of the friendly with Australia with a groin injury.
Hodgson had initially intended to name his party for the tournament well in advance of today’s deadline but fitness concerns over the likes of Daniel Sturridge, Ross Barkley and Jordan Henderson have prompted the England manager to wait until the last possible moment to announce his 23.
That has given Manchester United striker Rashford the chance to reinforce his case for selection, the 18-year-old became the youngest England international to score on his debut less than three minutes into the 2-1 friendly win over Australia.
