The 'chaveiros' - or 'key holders' - rule Brazil's toughest jails, selling crack cocaine to inmates, charge them taxes, order henchmen to kill those with unpaid debts and pay the guards to turn a blind eye, according to an investigation by Humans Right Watch (HRW). The 'chaveiros' rule the prisons with an iron fist and have control over their cell block with a mandate from bosses to 'maintain order'. While most inmates live in overcrowded sweat boxes, the top dogs have their own private cells with TVs, fridges, fans, bathrooms and even have their own personal servants, known as 'chegados'
