David Myers claims he was paid nearly one million pounds to help Tupac fake his own death.
Tupac died following a drive-by shooting in Las Vegas in 1996.
Mr Meyers, who is currently critical in hospital, says he wants the world to know the truth.
"The world needs to know what I did," he said.
"I’m ashamed that I let a price be put on my word and I cannot die without letting the world know.”
He goes on to say that accused murderer Suge Knight, the co-founder of Death Row Records, the label that produced Tupac's music, was also involved in the big plan.
Knight was involved in a hit-and-run incident that left one man dead and another injured in Compton, California, in January this year.
The 50-year-old is currently awaiting trial for murder. He remains in jail despite lawyers claiming he may have a brain tumour.
Reports suggest over 30 people worked on the rumoured cover-up including medics, police and numerous witnesses.
It is also claimed that Tupac paid a body double to be taken to the morgue for over £30,000.
